Chapter I General Rules
Article 1 To regulate fee-charging management of international students in Beijing Foreign Studies University (hereinafter referred to as the University) and safeguard the legitimate rights and interests of the University and students, according to national regulations on administrative fees and charges and the actual situation of international students at the University, this provisional Regulation (herein after referred to as this Regulation) is formulated.
Article 2 This Regulation is applied to the international students who are officially admitted and receive education in the University at the timeofpayment.
Article 3 Standards of relevant charges are being executed under the approval of the Beijing Municipal Education Commission, Beijing Municipal Commission of Development and Reform and other relevant government departments.
Article 4 Tuition and accommodation fees are collected by the University’s Financial Management Department. When the Financial Management Department receives fees, receipts must be given and payers should keep the receipts, which will not be reissued if lost.
Chapter II Tuition
Article 5 International students shall pay their tuition fees within the stipulated time period. If failing to pay the required amount on time, they cannot register for the semester and have no rights to apply for scholarships and awards.
Article 6 Tuition fees are denominated in RMByuan
Unless otherwise specified, degree students should pay one-off tuition fees for the academic year. Non-degree students pay one-off tuition fees for the semester. Tuition fees are paid upon registration (based on the school calendar).
Article 7 If international students could not pay the tuition within the stipulated time for special reasons, they can apply for deferred payment. Students can defer the payment for as long as two weeks the utmost counting from the first class day of the semester. If students apply for deferred payment, the university will charge an extra 5% of the tuition as a late fee.
Deferred payment application process is as follows:
1. Prior to the stipulated payment date(s), students should submit a written application to their School first and state the reasons for delay in payment. With School’s approval, students can then submit this written application to the Overseas Students Affairs Office.
2. Once approved by the Overseas Students Affairs Office, students applying for delay in payment enjoy the same rights as the other students who have paid the tuition fees.
Article 8 If tuition fees are overdue for over two weeks, students are regarded as automatic drop-outs.
Article 9 If students drop out of the university for personal reasons and finish the procedures of dropping out within the first week of the semester, they will get full refund of the tuition fees; if they finish the procedure within the second week of the semester, 20% of the current semester’s tuition fees will be deducted and the balance will be returned; if they finish the procedure within the fourth week of the semester, 50% of the current semester’s tuition fees will be deducted and the balance will be returned; after four weeks, the current semester’s tuition fees are not refundable.
Article 10 When the student is approved for suspension of schooling during the semester, the tuition fees are not refundable or transferrable. When the student has paid the tuition fees for the whole academic year and finished the procedure for suspension of schooling before the official start of the second semester, the University may retain the tuition fees of the second semester until he or she returns to the university to resume study. Students resuming schooling pay the same tuition fees and other related fees as other students who are in the same grade and major.
Article 11 Students repeating a grade or changing majors pay tuition fees according to the current tuition standard set for the new grade and major.
Article 12 During the school year, when students are dismissed by the University, ordered to withdraw or expulsed from academic status, their tuition fees are not refundable.
Article 13 Tuition Fees for Extended Enrollment
1. When undergraduate students cannot graduate on schedule within the prescribed time due to failing to get full credits, pass exams or failed thesis, with their application and the University’s approval, they can extend their enrollment.
During the extension of study, if more than two courses are retaken in one semester, tuition fees for this extended period are the same as the whole normal semester; if one or two (including two) courses are retaken in one semester, the students can pay “Extension Tuition Fees”, which are half of that of the whole normal semester.
If students cannot graduate because of failed thesis, with the University’s approval, they can apply for another thesis defense within a regulated time period after paying 4000 RMByuanfor the extended enrollment.
2. When graduate students cannot graduate on schedule within the prescribed time, they can apply and have their enrollment extended with the University’s approval. If students cannot obtain the degree on schedule because of failed thesis/dissertation or thesis/dissertation defense, upon approval by the University, they can apply for another thesis defense within a regulated time period after paying “Extension Tuition Fees”, which are half of that of the whole normal semester.
Conditions for enjoying “Extension Tuition Fees”:
Good registration record and no more than two semesters of suspension;
Having earned necessary credits;
Having fulfilled required school years.
If the above conditions are not met, tuition fees should be paid in full as that of the whole normal semester.
3. The conditions and procedures for degree students applying for extension of study are in accordance with regulations on the management of students’ status by Academic Affairs Office and Graduate School of the University.
Chapter III Accommodation Fees
Article 14 Accommodation fees for international students are denominated in RMByuan. Except the free part, international students studying for more than one semester (including one semester) are required to pay one-off accommodation fees for the semester. Students should pay upon registration from the registration day to the end of the semester (based on the school calendar).
Article 15 If there are any special difficulties, international students can apply for monthly payment with the approval of the enrolled school and the Overseas Students Affairs Office.
Article 16 For international students who plan to study for less than a semester, they need to pay for their actual studying days.
Article 17 If international students change to another dormitory room, they should settle the price difference between different types of rooms.
Article 18 If students wish to check out before the end of the semester due to personal reasons, their fees paid will not be refunded in principle. But under special circumstances, international students may apply for a refunding with the approval of the school and the Overseas Students Affairs Office. The refunding will be calculated according to the actual days of stay.
Chapter IV Other Expenses
Article 19 If extra expenses are incurred due to board, on-campus medical treatment, teaching materials, as well as experiments, internships, and professional tours which are not included in the teaching plans, students will be charged according to the actual cost.
Chapter V Supplementary Provisions
Article 20 When international students fail to complete their studies within the regulated time, upon approval of the University, students can extend their studies. Fees charged in this period of time are termed “Extension Tuition fees”.
Article 21 The collection, refund and accounting of tuition fees are jointly performed by the Overseas Students Affairs Office and the Financial Management Department according to related procedures and standards.
Article 22 For international students who enjoy scholarships, when paying for fees not exempted, they can refer to this Regulation.
Article 23 This English version is offered as reference for the convenience of international students and the Chinese version shall prevail regarding final interpretation and implementation of these Regulations.
Article 24 These Regulations shall come into effect from the date of its publication, and the previous version shall be simultaneously invalidated. The Overseas Students Affairs Office is responsible for the interpretation of these Regulations.
