Administrative Measures on Accommodation for International Students at Beijing Foreign Studies University

Chapter I General Provisions

Article 1 These measuresare formulated in accordance with relevant national laws and regulations, theRegulations on the Management of StudentDormitoriesatBeijing Foreign Studies University(hereinafter referred to as BFSU), and the practical circumstances of international students at BFSU, aiming at further regulating the work related to accommodation of international students, improving management and the quality of service of the Apartments for International Students, strengthening the educational function of the Apartments and creating a safe, clean and comfortable living environment.

Article 2 The Apartments for International Students at BFSU (the Apartments) refers to the apartments provided by BFSU to international students during their study in BFSU. BFSU enjoys the ownership of the Apartments.

A standing body - the Foreign Affairs Service Center under the Logistics, Infrastructure and Facilities Division – is responsible for property management and service for the Apartments. Its main responsibilities include: reviewing identity documents of residents; registering, uploading and cancelling accommodation information; issuing accommodation certificates; visitors’ registration and management; maintenance, cleaning and management of estate and furniture; water and power supply and security.

The Overseas Students Affairs Office is in charge of affairs related to international students at BFSU and is responsible for coordinating, guiding and regulating the accommodation of international students both on and off campus.The Financial Affairs Office is responsible for collecting, refunding, and managing on-campus accommodation fees. All academic departments are responsible for cooperating with BFSU regarding accommodation for international students within their respective departments.

Article 3 The Apartments shall provide quality service to international students based on a people-oriented management philosophy and strive to create a safe, clean and comfortable environment.

International students shall abide by BFSU rules.

Chapter 2 Reservation, Check-in and Check-out

Article 4 International students of ficially admitted to BFSU are eligible to apply for accommodation at the Apartments.They can apply via online reservation by logging onto the BFSU International Student Service System within the designated time to make reservations and complete their check-in procedures. The rooms will not be reserved for students failing to register or check in on time.

International students who enjoy free accommodation under the regulations related to Chinese Government Scholarships or other bilateral agreements shall have their rooms allocated by BFSU. Students with special agreements or special needs may be given special arrangements subject to the availability of rooms, after application by their schools or colleges and approved by the Overseas Students Affairs Office.

International students who have not made reservations due to special circumstances must personally apply for accommodation. Arrangements will be made by the Overseas Students Affairs Office in collaboration with theForeign Affairs Service Center based on the actual availability of rooms.

Double rooms could only be occupied by students of the same gender.

Article 5 Newly admitted international students shall register within the designated time with their Letters of Admission and passports, and current students with valid student ID cards and passports. Reservation information shall be provided upon check-in and the Foreign Affairs Service Center will arrange accommodation accordingly.

International students shall sign a letter of commitment within one week after check-in (in duplicate, one for the student and another for the Foreign Affairs Service Center).

Article 6 International students shall live in their designated rooms after check-in and can not change rooms or beds before the end of the semester in principle.

Students may change their rooms or beds due to personal reasons after submitting a written application to their schools within the designated time. After approval by the school, the application also needs to be approved by the Overseas Students Affairs Office. The Foreign Affairs Service Center will arrange new rooms or beds according to the approval and instructions of the Overseas Students Affairs Office.

In case of emergency, the Foreign Affairs Service Center may allocate new rooms or beds before the approvals are obtained.

Article 7 Students who are absent from the campus due to reasons including dropout, suspension, going abroad, sick leave, etc., shall complete the check-out procedures right after obtaining the approval from relevant department(s) of BFSU.

Article 8 International students shall cooperate and comply with the arrangements made by BFSU in case of necessary change of rooms and roommates for reasons like renovation, layout adjustments, merging of unfilled rooms, etc.

Article 9 Accommodation fees for international students are paid in RMB yuan. Except for those who enjoy free accommodation, international students studying for one semester or more shall pay their accommodation fees on a lump sum basis for the semester any time from the registration day to the end of the semester (based on the school calendar).

If international students find it difficult to pay, they can apply for monthly installments after obtaining approvals from the school and the Overseas Students Affairs Office. If the scheduled study period is less than one semester, the accommodation fees shall be calculated based on the actual daysof theirstudy.

International students who enjoy partial free accommodation shall pay the rest of fees beyond those exempted.

International students, who wish to change rooms, shall pay the difference between rates for different types of rooms before such changes.

Article 10 International students shall go through the necessary procedures and pay all the checks when checking out.

If students wish to check out before the end of the semester due to personal reasons, their fees paid will not be refunded in principle. But under special circumstances, international students may apply for a refunding with the approval of the school and the Overseas Students Affairs Office. The refunding will be calculated according to the actual days of stay.

If the accommodation fee is due and the international student leaves the apartment without checking out, the room will only be retained for three days before the apartment staff clear the room.

If an international student wish to move out of the campus, he/she shall provide a certificate of registration for temporary stay before checking out.

The Overseas Students Affairs Office, Foreign Affairs Service Center and the relevant financial department are responsible for charging, refunding and accounting of accommodation fees according to prescribed procedures.

When an international student wishes to stay in the Apartments a second time after checking out, he/she shall repeat the application procedures. Please refer to Article 4 for specific procedures.

Chapter III Passport and Visa & Registration and Cancellation of Accommodation

Article 11 International students shall hold valid passports and visa (or other travel documents recognized by the Chinese government, similarly hereinafter) when checking in at the reception of the Apartments in accordance with relevant provisions in theExit and Entry Administration Law of the People’s Republic of China. International students are not allowed to stay in the Apartments if they fail to provide valid documents or complete check-in procedures. The apartment staff should upload relevant information within 24 hours upon the check-in of international students.

Article 12 International students shall hold valid passports and visa during their stay. In case of passport and visa extension or renewal, or any other changes, re-registration is required. If the visa expires due to personal reasons and is not registered in time, the Apartments have the right to suspend the student’s accommodation eligibility until the registration is completed.

Article 13 For an international student who has already checked in but does not return to his/her room for more than 24 hours, he/she shall notify the reception. If an international student has a second residence, he/she shall apply for a certificate of registration for temporary stayin accordance with relevant laws and regulations. If an international student goes abroad during the accommodation period, he/she shall check inagain after return. International students shall complete their check-out procedures at the reception when leaving. The apartment staff shall complete the cancellation within 24 hours.

Chapter IV Accommodation Management

Article 14 To protect the property and personal safety of residents in the Apartments and to maintain good public order, we implement the system of administrators, doormen, visitor registry, late return registration and security check.

The administrators are responsible for the management and service in the Apartments, and ensure properorder, safety and sanitation in the buildings.

The doormen are responsible for checking valid IDs of people entering or leaving the building and relevant personnel shall cooperate with such check.

Visitors shall present valid IDs and register before entering the buildings. They are allowed from 12:00 to 22:00 on weekdays and 9:00 to 23:00 on weekends and holidays.Visitors must be met by the residents and leave the buildings when the residents leave. During non-scheduled time or without registration, international students living in the Apartments shall not allow others to stay in their rooms.

Late return registration is required from 00:00 to 6:00. International students who return late for special reasons shall register before entering the buildings.

Management staff shall conduct security checks for rooms and public areas in the buildings. For any violations of accommodation regulations and potential safety hazards, the management staff will take necessary measures to stop the acts and eliminate hazard factors. International students shall cooperate with such security checks conducted by BFSU staff.

Article 15 Smoking is strictly prohibited in the apartment buildings. Eye-catching non-smoking signs shall be exhibited in the public areas and rooms in the apartment buildings.

Article 16 International students living in the Apartments shall pay attention to their own safety and enhance their awareness of security precautions. When leaving their rooms, they should lock the doors and windows, and keep their valuables in a safe place. When noticing suspicious persons, they should notify the staff or BFSU security departments.

Article 17 Nobody other than the students themselves are allowed to use their own beds in the Apartments. Nor are the beds allowed to be exchanged, rent or transferred without permission. The keys of the rooms shall not be lent. Students shall not change locks, duplicate keys or add door locks without authorization. Nor shall they accommodate others.

Article 18 International students living in the Apartments shall use the equipments in their rooms and public facilities properly. If damages are found, they shall notify the staff for repair in time. If equipments and facilities are damaged by the students due to improper use, students shall compensate the cost. If the damage is intentional, double compensation is required.

Article 19 Renovation and alteration of the room structure and function are not allowed without authorization.

Article20 International students are responsible for cleaning theirrooms, keeping the Apartments clean and disposing wastes at designated places. They are not allowed to store personal items or pile upsundries in public areas and shall ensure that the fire exitis unobstructed.

Article 21 International students shall keep the building quiet. Noises are prohibited. They shall not disturbother residents when using televisions, audios, computers and other equipments.

Article 22 Students shall not engage in any illegal criminal activities or activities that may disrupt public order or the physical and mental health of others, such as gambling and alcoholic abuse. Commercial activities are not allowed in the buildings. Apartment facilities shall not be used for commercial purposes, or overused for personal purposes.

Article 23 No promotion materials or leaflets can be posted or distributed in the buildings without the approval from the Overseas Students Affairs Office and the Foreign Affairs Service Center.When putting up posters in billboards, students shall keep the billboards neat and pleasant.

Article 24 Students shall respect staff members and do not engage in misconducts such as insulting, shoving, or beating staff members.

Article 25 No pets are allowed in the apartment buildings.

Article 26 To prevent fire accidents and protect people and property in the buildings, fire safety management is carried out in accordance with relevant laws and regulations. Activities violating fire safety rules include but are not limited to:

1. Smoking;

2. Intentional damaging, obstructing, or unauthorized removal of fire equipments;

3. Storing or using flammable, explosive, highly corrosive materials;

4. Starting open fire;

5. Using prohibited electric appliances, installing electric wires, damaging or changing power lines or using public electricity without permission.

Article 27 Residents in the Apartments shall enhance their awareness of fire prevention. In case of fire, check the map to locate emergency exits and find evacuation routes.

Article 28 To reduce waste, a power quota system is implemented in the Apartments. Students are supposed to pay the portion exceeding the free quota.

Chapter V Penalties

Article 29 If an international student living in the Apartments violates the above-mentioned provisions, penalties shall apply accordingly including oral warning, written warning, criticism notice and cancellation of eligibility for accommodation.

For violations entailing such penalties as oral warning and written warning, the Foreign Affairs Service Center shall make the decision and notify the Overseas Students Affairs Office; for violations entailing criticism notice and cancellation of eligibility for accommodation, the Foreign Affairs Service Center shall investigate the violations and provide objective, accurate and sufficient written materials to the Overseas Students Affairs Office for penalty decisions; for acts violating disciplinary rules, the Overseas Students Affairs Office and the school where the student is studying shall jointly make a decision on penalties in accordance with theInternationalStudent Disciplinary RulesofBeijing Foreign Studies University.

Article 30 If an international student receives written warnings for three times during his/her study at BFSU, he/she may geta criticism notice. If he/she gets criticism notices twice, his/her accommodation eligibility will be cancelled. If his/her violations cause property loss to other people or BFSU, he/she shall compensate for the loss or repair the damage.

Article 31 If international students living in the Apartments conduct the following activities, their accommodation eligibility can be cancelled immediately:

1. Engaging in illegal and criminal activities in the Apartments;

2. Violating rules for fire prevention by storing and using flammable, explosive, highly corrosive items and prohibited electric appliances; using open fire; installing electric wires without permission and changing power lines; using public electricity without permission and other activities hazardous to fire safety;

3. Engaging in activities causing flame or fire in the Apartments;

4. Causing intentional damage to public properties, facilities and equipments in the Apartments;

5. Obstructing state public officials or university administrators from performing their official duties by evading, hiding, resisting, hindering, and using violence;

6. Seriously disrupting public order or threatening public safety;

7. Transferring or rerenting beds and rooms without authorization or accommodating others;

8. Failing to pay accommodation fees on time and failing to pay the bills 3 days after receiving payment notice;

9. Intentionally or repeatedly violating rules regarding passports, visa, accommodation management registration, or violating national laws and regulations, which result in illegal residence;

10. Refusing to sign the letter of commitment for accommodation of international students at BFSU;

11.Other misconducts identified by the Overseas Students Affairs Office and the Foreign Affairs Service Center as serious violations.

Article 32 If an international student is disqualified for accommodation in the Apartments, a written notice shall be sent to him/her. If the notice cannot be delivered to the student, it will be posted in the Apartments. The student shall move out of the Apartments within five days from the date of the written notice. If the student refuses to move out, the management staff can prohibit him/her from entering the building and assign more than two staff to clear his/her personal belongings. Possible losses shall be borne by the student.

Chapter VI Supplementary Provisions

Article 33 Any relevant standards and administrative rules not specified in these Measures, regarding fees, quotas, time limits, etc., will be separately prescribed by the Foreign Affairs Service Centerunder the Logistics, Infrastructure & Facilities Divisionand the Overseas Students Affairs Office of BFSU.

Article 34 This English version is offered as reference for the convenience of international students and the Chinese version shall prevail regarding final interpretation and implementation of these Measures.

Article 35 These Measures shall come into effect from the date of its publication, and the previous version shall be simultaneously invalidated. The Overseas Students Affairs Office is responsible for the interpretation of these Measures.
