Regulations for Managing graduate International Students Status of Beijing Foreign Studies University

Pursuant to Higher Education Law of the People's Republic of China, Regulations on Academic Degrees of the People's Republic of China, Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security(Administrative Measures for the Enrollment and Cultivation of International Students by Schools), combined with provisions in Charter of Beijing Foreign Studies University, Rules on the Administration of Postgraduate Students Status at Beijing Foreign Studies University and actual situations of the university, the Supplementary Regulations on the Administration of International Postgraduate Students Status at Beijing Foreign Studies University(hereinafter referred to as Supplementary Regulations) is formulated in order to maintain the normal order of the school, consistently administer the school according to the law and strengthen morality education, realize the goal of personnel training, protect the legitimate rights and interests of students, and promote the all-round development of students.

Chapter One Enrollment and Registration

Article 1For international students applying postgraduate programs at Beijing Foreign Studies University (hereinafter referred to as BFSU), in-person application and truthful, complete, accurate and valid application materials based on national regulations and requirements of BFSU are needed. Only after passing examination or review and getting the approval of the Overseas Students Affairs Officearestudents qualified to be admitted to BFSU.

Article 2International students admitted to BFSU should register in person on campus with the admission materials issued by BFSU within the prescribed time. If students cannot get registered on time due to special reasons, written application with relevant proof should be submitted to the Overseas Students Affairs Office. Postponed registration is allowed only with the approval of the Overseas Students Affairs Office. The maximum postponed period is two weeks. Failure to apply for leave, leave not approved, or overdue leave is deemed as voluntary drop-out.

Article 3BFSU will conduct a review within three months after freshmen’s entrance according to regulations. The review includes but is not limited to:

(1) Whether admission procedures and processes meet relevant admission requirements;

(2) Whether the application materials provided by applicants meet the admission requirements;

(3) Whether the qualifications for admission are true and meet relevant regulations;

(4) Whether the physical and mental health of applicants can guarantee normal study and life on campus.

During the review, if a student’s admission notice, personal information and other materials do not match the actual situation, or if a student obtains admission status by practicing fraud, the qualification of his or her enrolment will be canceled. If the circumstances are serious, he or she shall be transferred to the relevant department to be dealt with.

During the review, if a student's physical and mental condition does not meet the medical examination requirements for visa or residence permit in China, or not meet the medical examination standards of BFSU, the qualification of his or her enrolment will be canceled.

Article 4Students register by semester. Students should register in person on campus within the prescribed date. Those who are unable to return to school on time for some reason should perform leave procedures.Those who do not ask for leave or have not been approved for leave will be deemed as unauthorized absence. Absence for more than two weeks will be deemed as automatic drop-out.

Article 5Students should pay their tuition fees in full and on time, complete the registration, and have their student ID stamped with the registration stamp to obtain their qualifications. Schools are responsible for checking the students’ registration stamp. If the registration is not completed within two weeks, the student's status will be automatically cancelled. Grades and credits are not recorded for courses taken during the unregistered period.

Chapter Two Attendance and Absence

Article 6Students applying for leave should go to their school to collect and fill in the "Excuse for Absence Form". A medical certificate must be provided for sick leave. Proof of relevant matters must be submitted for personal leave or leave to attend public affairs.

Those who intend to leave the mainland of China should apply for a visa confirmation at the Overseas Students Affairs Office before departure, and go through the formalities for reporting back from leave after returning.

Article 7Those who take leave due to illness more than one-third of the total hours of the semester should apply for suspension to the school where they are studying and the Overseas Students Affairs Office, and go through the formalities for leaving school.

Article 8Those whose leave time in a semester exceeds thirty days (natural day) should go through the formalities for suspension from study. Those who do not go through the formalities of suspension will be deemed as automatic drop-outs.

Article 9Schools are responsible for recording the attendance of the students, issuing attendance reports, and timely reporting the abnormal attendance to the Overseas Students Affairs Office.

Article 10If a student is absent from a course for more than one-third of the total hours, he or she will not be allowed to take the course examination.

Article 11Based on the number of absent classes and circumstances, disciplinary treatments are as follows: students with 10 absent classes in one semester shall be given a warning; students with 11 to 20 absent classes shall be given a serious warning; students with 21 to 30 absent classes shall be recorded a demerit for punishment; students with 31 to 49 absent classes shall be given disciplinary probation; students with over 49 absent classes or absent for over two consecutive weeks of teaching activities shall be withdrawn from the university.

Chapter Three Course Selection and Exemption

Article 12Students should learn about the credits of relevant programs and relevant curriculum requirements as soon as possible after enrollment, and participate in the course study and obtain the required credits according to the training plan of the programs at their schools. For those who take the same class with Chinese students, graduation credit requirements are the same as those for Chinese students. Credits are not deducted in principle.

Article 13Selection rules for some courses:

(1) Courses on Chinese language and the general introduction of China are compulsory;

(2) Courses on political theories are compulsory for students majoring in philosophy and politics. For students in majors not requiring these courses, students can select courses on Chinese language and the general introduction of China to make up the credits.

Chapter Four Major Transfer

Article 14Students should submit a written application in person to the Overseas Students Affairs Office for major transfer within one month after the start of the semester, and the application should be agreed upon between their current school and the receiving school. The original credits need to be confirmed by the new school.

Article 15Under the following situations, a student will not be considered for major transfer:

(1) If he or she is one year away from graduation;

(2) If he or she has transferred majors before.

Chapter Five Suspension and Reentry

Article 16Students must apply to their school and department in person and get approval from the Overseas Students Affairs Office for suspension from and reentry into school.

Article 17Suspension from school is generally counted by the semester, and the suspension should not surpass one year accumulatively.

Article 18Students returning to school should submit a written application four months in advance before the new semester.

Article 19Students suspended from school due to health reasons can apply for returning to school if they can guarantee normal study and life at school after the their suspension expires. A written application and a health certificate issued by the hospital must be submitted when applying. The students can go through the formalities of returning to school after approval.

Those who have not recovered after their suspension has expired and cannot resume normal learning will be treated as dropouts.

Chapter Six Withdrawal from School

Article 20Students who are to withdraw from the school must submit a written application in person. The school where the students study shall submit the preliminary opinions to the Overseas Students Affairs Office for review and approval before implementation. In the case when a student does not submit an application in person, the school where he or she is studying shall provide the findings of fact and preliminary opinions to the Overseas Students Affairs Office. The latter shall conduct a legality review and approve the implementation if there is no objection.

Article 21 The Regulations are applicable to international postgraduate students, and shall be interpreted by the Graduate School and the Overseas Students Affairs Office. The English version is offered for the convenience of international students. The Chinese version shall prevail in terms of final interpretation and execution.
