Measures for Management and Implementation of Beijing Government Scholarship Project for International Students at Beijing Foreign Studies University(for Trial Implementation)

Chapter I General Provisions

Article 1BeijingGovernment Scholarship for International Students (hereinafter referred to as BGS) is established to further improve education of international students and to promote talent nurturing, academic research, social service and cultural exchanges in higher education institutions in Beijing according to relevant documents issued by Beijing Conference on Education.

Article 2The scope of BGS is to provide all or partial tuition fees to international students who intend to study at Beijing Foreign Studies University (hereinafter referred to as BFSU) or international students who have been enrolled by BFSU.

Article 3In order to regulate the management and use of BGS, to give full play to its benefit and functions, according to interim Management Measures for Beijing Government Scholarship ProgramandMeasures for Implementation of Beijing Government Scholarship, combined with the actual circumstances at BFSU, Measures for Management and Implementation of Beijing Government Scholarship Project for International Students at Beijing Foreign Studies University(hereinafter referred to as the Measures) is formulated.

Chapter II Project Organization

Article 4BGS Project is organized and implemented on the basis of project organization with project leader system. The project leader is the Director of the Overseas Students Affairs Office under Department of Foreign Affairs at BFSU, who is responsible for carry out specific projects.

Article 5The project standing office is the Overseas Students Affairs Office, which is responsible for coordinating scholarships application and implementing daily work.

Chapter III Implementation Procedures

Article 6At the end of March each year, BFSU shall submit a report on project implementation for the previous year and an application report on the scholarship allocation plan for international students enrolled in the fall semester of that year to International Cooperation and Exchange Office of Beijing Municipal Education Commission (hereinafter referred to as the Commission).

At the end of May, BFSU submits BGS Project Assignment. After the International Cooperation and Exchange Office of Beijing Municipal Education Commission reviews and confirms the assignment, the Commission will include BGS in its department budget and apply for allocating special funds.

In mid-October, BFSU releases the application procedures for next year BGS at BFSU.

Applications will be accepted within the stipulated time.

The Overseas Students Affairs Office and those who are responsible for admission at the relevant schools of BFSU jointly constitute a scholarship review working group, which is responsible for reviewing the applicants’ materials, determining the winners and funding quotas according to the principle of merit selection. The results will be released to the public.

The notice will be delivered to the BGS winners, who will be guided to go through the sunsequent procedures according to the Measures.

Chapter 4 Management of Scholarship Fund

Article 7Fund for BGS Project is applied annually and granted after review.

Article 8The account for fund of BGS program is set up and audited independently by Department of Finance at BFSU. The fund is earmarked for scholarship only, subject to the inspection and monitoring from administrative, finance, audit, discipline inspection and supervision authorities.

Chapter V Recipients, Duration and Amount of BGS

Article 9Recipients and duration of BGS:

·For degree-seeking students, the duration is half or one academic year no more than four academic years;

·For students seeking ordinary further education or language training, the duration is no more than one academic year;

·For students seeking advanced further education, the duration is no more than one academic year;

·For exchange students or students with special contribution, the duration is no more than one academic year.

Article 10The specific amount of the scholarship is determined by tuition standard for various programs of the schools released annually by BFSU.

Chapter VI Application Requirements

Article 11Applicants shall meet the requirements provided in Admission Guide for International Students of BFSU and the guide for different programs offered by the schools of BFSU. The requirements include but not limited to the following:

Non-Chinese citizens who do not have Chinese nationality under the Nationality Law of the People's Republic of China and hold a valid ordinary passport;

Physically and mentally healthy, which shall meet the physical examination requirements for Chinese Visa or Residence Permit in China and the physical examination requirements of the programs to study in BFSU to ensure normal study and life in China;

No violation of disciplines, no records of public security punishment, no criminal conducts or records;

Be friendly to China and well-behaved; comply with Chinese laws and the university regulations, and respect Chinese customs and conventions;

Meet the admission requirements of the applied program;

Inter-university exchange students shall meet the requirements of the program agreement.

Article 12Degree and age requirements of the applicant

Applicants applying for a bachelor’s degree should have a high school diploma, and in principle be younger than 30 years old; applicants applying for a master’s degree should have a bachelor’s degree, and in principle be younger than 35 years old; applicants applying for doctoral degree should have a master’s degree, and in principle be younger than 40 years old;

Applicants applying for further education in the relevant program should be students in the second year of university or above, or should have a degree equivalent to a bachelor’s degree, and in principle be younger than 50 years old; applicants applying for long-term language training should have a high school diploma and above and in principle be younger than 60 years old.

Chapter VII Methods of Scholarship Application

Article 13Application Approaches

Applicants can consult government agencies, related institutions, Chinese embassies and consulates responsible for international students’ affairs in host countries.

Applicants can also submit application directly to BFSU by sending a scanned copy of the application materials by email within the prescribed time.

Article 14Application Time

All application materials should be submitted to the Admission Department of the Overseas Students Affairs Office of BFSU 20 days before the enrolment deadline for every semester.

Article 15Application Programs

Application programs are those which accept international students, subject to the admission regulations and programs catalogues issued for that year by BFSU.

Article 16Application Materials

Freshman

(1)Application Form for Beijing Government Scholarship;

(2) Passport (page with photo);

(3) Proof of highest diploma and transcript;

(4) Applicants for academic degree or research and studies should provide a study plan (no less than 400 Words) or research plan (no less than 800 words);

(5) Physical Examination Record for Foreigners.

In-school students

(1) APPLICATION FORM FOR BEIJING GOVERNMENT SCHOLARSHIP;

(2) Transcripts(with attendance record);

(3) Recommendation of schools or departments concerned.

Article 17All application materials should be either in Chinese or in English. The materials will not be returned once submitted.

Article 18Eligibility for scholarship does not imply eligibility for admission. After obtaining the scholarship qualification, online registration in BFSU application system is needed. The final admission is subject to passing the review of BFSU authority and receiving the letter of admission.

Article 19Applicants who have received financial assistance from the Chinese government or other organizations cannot enjoy BGS.

Article 20If scholarship students violate Chinese laws or school regulations, fail the study review or fail to comply with related rules of BGS in the period of study, their qualification will be cancelled.

Chapter VIII Daily Management of Scholarship Students

Article 21Students who have been awarded BGS should go to China's Embassy (Consulate) to apply for an X1 or X2 (study) visa with their admission materials before entering China.

Article 22Students who have been awarded BGS should register and complete the admission procedures with the application documents and original admission documents within the required time. Those with other form of passport, visa or without original copies of above-mentioned documents are not allowed for registration.

Article 23If the scholarship does not cover all tuition fees, the difference should be paid directly to BFSU.

Article 24Those who cannot register on time should apply for leave in writing directly to the Overseas Students Affairs Office in advance, stating the reasons. Admission may be postponed after approval.

Overdue registration without approval is considered as voluntary waiver of student status. Qualification for BGS is cancelled correspondingly.

Those who fail to pass the physical examination, suspend studies or leave the university, qualification for BGS is cancelled.

Article 25The daily management of scholarship students is implemented in accordance with the relevant international student regulations of BFSU.

Article 26Scholarship students are subject to a semester review system.

Scholarship students who have been studying for more than one semester will be assessed jointly on the basis of the student's academic performance, attendance and daily performance before the end of each semester by the school where the students are studying. The scholarships of the international students who fail the assessment will be cancelled for the next semester, and the students will be considered to drop out automatically or be transferred to self-financed students.

Supplementary provisions

Article 27The research results of BGS Program, including academic papers, monographs, patents, software, and databases, should be labeled with “Funded by Beijing Government Scholarship”. Ownership and use of the intellectual property rights are determined by related national regulations.

Article 28The Measures are interpreted by the Overseas Students Affairs Office of BFSU.

Article 29The Measures comes into force upon issuance.
