Declaration

The expressions of “our school”, “the School”, “the University” and “we” in the Privacy Statement refer to Beijing Foreign Studies University. The “international students” and “you” refer to foreigners who do not have Chinese nationality in terms of the “Nationality Law of the People’s Republic of China” and are about to or have been educated at our school.

Beijing Foreign Studies University has the corresponding educational and teaching conditions and cultivation capacity and recruits international students independently according to relevant State regulations.

The University understands the importance of personal data to students and shall do its utmost to protect the personal data of students. We are committed to maintaining the trust our students place in us and to abide by the following principles to protect the student's personal data:

The principle of consistency of powers and responsibilities, the principle of determined purposes, the principle of independently choice and permission, the principle of minimum sufficiency, the principle of ensuring security, the principle of subject participation, and the principle of openness and transparency.

The University hereby declares that the collection and use of your data is necessary for the University to fulfill its public task and social responsibility to develop talents and carry out teaching, scientific research and social services, and to assume the obligation to support your education and services to you.

Beijing Foreign Studies University promises to take the industry's mature security standards and corresponding security measures to protect your personal data.

Please read this Privacy Statement carefully because once you confirm the use of the website and the information system platform of our school, it indicates that you have known, accepted, agreed and promised:

I.How do we obtain your personal data?

According to the relevant Chinese laws, personal information refers to various information recorded by electronic or other means that can identify a specific natural person alone or in combination with other information, including but not limited to the name of the natural person, the date of entry and exit, the ID number, and the personal biometric information., address, phone number, etc.

The University collects your personal information during the processes of recruiting, admitting, registering, and cultivating international students.

We shall ask you to log in to the International Student Service System of Beijing Foreign Studies University for online reporting while signing up.

Upon entrance, the School shall continue to collect or update your relevant information, including but not limited to Digital BFSU, the Educational System, the Accommodation Management Platform and the International Student Service System, based on the legal authority. Your relevant information includes but is not limited to attendance, grades, daily performance, rewards and punishments, etc., which constitutes your personal data.

The above information will be stored within the territory of the People's Republic of China.

II. How does the University use your data?

The use of your personal data by the University is strictly in accordance with the relevant Chinese laws and the regulations of the University. The University shall properly keep and use your personal data and shall not illegally provide and sell it to third parties. The University shall use your data legally, properly and necessarily, and the use may include but is not limited to:

(1)Personal basic information (name, date of birth, birthday, gender, nationality, address, family relationship, telephone, email, etc.), personal identification information (passport number, visa number, ID card or social security card number, etc.), personal health and physiology information (related records from physical examination or illness treatment, such as diagnostic certificates, test reports, diagnosis and related information related to personal health status), personal communication information (email address, receiving address, etc.), education and/or working experience information (graduate certificates, study certificates, letter of consent on transferring to another school, transcripts, language ability certificates, proof of termination of work relationship, etc.), contact information (guardian, guarantor in China, emergency contact person, referrer, etc.) and other information (including but not limited to marital status, religious beliefs, rewards and punishments, etc.). The University shall use this information to make judgments, admissions, liaisons, provide information and services related to your entry and exit, residence/stay in China, study, campus life, carry out student status management or use anonymous statistical methods to improve and enhance the teaching level of the University education and provide a better experience on studying aboard.

(2)Registration, placement, attendance, scientific research, examination and assessment, upgrade and downgrade, student status change, use of educational and teaching resources, social practice, volunteer service, work-study, daily performance, graduation and other information. The University shall use this information to carry out activities related to your teaching plan, manage your student status, and participate in managing your study plan and comprehensive assessment throughout the whole process.

(3)Financial information, including economic guarantees, payment records of tuition and accommodation fees, scholarships, etc. The University shall use this information to assess your financial situation and determine if you can complete your studies normally or receive financial support.

(4)Personal biometric information. The University collects fingerprint information for a specific range of students (eg. government scholarship students) for use as a basis for signing up and receiving scholarships.

(5)Information you have provided and/or collected by the University from survey. The University shall use this information to process rewards and penalties, complaints, applications or petitions related to you and provide guidance.

(6)Collecting and keeping the necessary information about advice and counseling, health and safety, administration, research, statistics, analysis or archiving that the University may use.

To ensure to fulfill obligations, the University collects and updates the above information from time to time.

After you finish your study and leave school, the School shall continue to keep your data, including your communication information (including your phone number, email, mailing address, social media account, etc.) to send you publications of the University and offer benefits, services, information of celebrations and alumni back to school, notification of fundraising or donation at any time.

You have the right to choose to opt out of all or specified communication types at any time.

III.How do we share, transfer and disclose your personal data?

1.Share

(1)With whom might we share your data within the University?

The relevant functional departments of the School shall share and use your personal data according to their legal responsibility and authority, such as education and teaching units, the Apartment Management Department, etc. All departments and their members who handle and use your personal data shall strictly abide by the Chinese laws and regulations and the "Measures for Managing Security of Office Data of International Student of Beijing Foreign Studies University " (for Trial Implementation) and other regulations of the School, and receive training.

(2)When might we share your data with companies, organizations or individuals outside the University?

In general, we do not share your data with any companies, organizations or individuals outside the School, except in the following situations:

(a)Sharing with explicit consent: Sharing your data with your explicit consent or which you have personally disclosed to the public.

(b)We shall share your personal data in accordance with Chinese laws and regulations or the mandatory requirements of the government authorities. Possible situations include but are not limited to:

Sharing your data with the education administrative department and using it as a documentary management for international students in China, applying for a visa application form for foreign students to study in China (JW201/202), and registering for electronic student status;

Sharing your data with the National Immigration Administration to assist you in obtaining certificates of legal residence/stay in China;

Sharing your data with public security bureaus and national security agencies to assist them in safeguarding national security and investigating crimes, including but not limited to investigating and/or preventing crimes, arresting and/or prosecuting criminal activities;

(c)Sharing for protection of your own or other personal life, property and other important legitimate rights but when it is difficult to get your own consent;

(d)If you are sponsored by a third party and have a relevant license agreement, the University may share your personal data with the third sponsor, including but not limited to your academic activities, exam/assessment scores, attendance records, rewards and punishments records, personal performance, health status, etc.

(e)Sharing with the external cooperation department approved or authorized by the School to provide you with better service support. We shall only share your personal data for legitimate, justified, necessary, specific, and explicit purposes, and shall only share the personal data necessary to provide the service. The cooperative organization does not have the right to use the shared personal data for any other purpose. Possible situations include but are not limited to:

Sharing some of your data with the insurance company designated by our school and complete the insurance application procedures. Because according to the relevant regulations of Chinese government, the school implements an international student full-member insurance system. International students must be insured in accordance with relevant State regulations and requirements of the school.

(f)The School shares the information for statistical or academic research for the purpose of public interest. When the University provides academic research or description, the personal data contained in the results would be de-identified.

(g)Other circumstances as stipulated in Chinese laws and regulations.

2.Transfer

We will not transfer your personal data to any companies, organizations or individuals except for the following situation:

When it comes to university merger and dissolution or termination of international student enrollment and cultivation qualifications, if it involves personal data transfer, we shall require news organization or departments which hold your personal data to be continually bound by the Privacy Statement, otherwise we shall ask the organizations or departments for your authorization and permission again.

3.Disclosure

We shall only publicly disclose your data in the following circumstances:

(1)After obtaining your explicit consent;

(2)Giving some kind of reward or punishment, and publicizing the necessary information according to the procedure;

(3)Legal-based disclosure: We may publicly disclose your personal data in the event of laws, legal procedures, litigation, or mandatory requirements of the government authorities;

(4)Public disclosure in the case of national security, national defense security, public safety, public health, major public interest and criminal investigation, prosecution, trial, and enforcement of judgments;

(5)Other circumstances as stipulated in Chinese laws and regulations.

IV. How do we protect your personal data?

We have used industry-standard security measures to protect the personal data you provide against unauthorized access, public disclosure, use, tampering, damage, or loss. For example, the website of the University and International Student Management Service Platform provide the secure browsing mode, https, uses trusted protection mechanisms to prevent malicious access and attacks on data, deploys control mechanisms of secure access, and regularly monitors system security to prevent system vulnerabilities and ensure that only the authorized persons can have access to personal data, formulate relevant operational procedures and management measures, carry out regular personnel training, and strengthen awareness of the importance of protecting personal data.

The Internet is not an absolutely safe environment. We strongly recommend that you use complex passwords and not disclose your personal data to others to assist us to protect your account. If our physical, technical, or administrative protection settings are compromised, resulting in unauthorized access, disclosure, tampering, or destruction of information, resulting in damage to your legal rights, we shall promptly notify you in accordance with legal and regulatory requirements: The basic situation and possible impact of the incident, the measures we have taken or shall take, the advice of preventing and reducing the risk.

We shall promptly inform you of the relevant circumstances of the incident by email, letter, telephone, notification, etc. When it is difficult to inform the individual information subject one by one, we shall issue a notice in a reasonable and effective manner and report it to the authority.

V.How long do we keep your data for

Based on national regulations and the legitimate rights and interests of the School as the main body of education, the University has the right to permanently store your core data, including but not limited to enrollment registration information, academic performance, student status files, rewards and punishment records, graduation information, etc.

VI.Your personal data rights

In accordance with Chinese relevant laws, regulations and standards, and general practice of other countries and regions, we guarantee that you have the following rights to your data.

1.Having access to your personal data

You have the right to have access to your personal data, except as provided by laws and regulations. If you want to exercise the right of having access to data, you can log into the relevant system platform by using your username and password.

2.Correcting your personal data

You have the right to ask the University to correct information that you believe is inaccurate or incomplete. For related matters, please contact the International Students Office of Beijing Foreign Studies University. We shall respond within five (5) working days.

We shall support you in principle for your reasonable request, but we shall reject it if it is more than once, repeated, and beyond reasonable limits or laws and regulations.

In response to the above request, you may be required to provide written request and materials to prove your identity and the legitimacy, necessity, authenticity and validity of the request. We may ask you to verify your identity before processing your request.

VII. How is your personal data transferred globally?

In principle, the personal data we collect and generate in the operations of the People's Republic of China is stored in the territory of the People's Republic of China. Personal data generated during the use of the system platform and services by applicants outside the People's Republic of China shall be returned to the servers stored in China. In such cases, we shall ensure that your personal data is adequately protected within the territory of the People's Republic of China.

VIII. How is the Privacy Statement updated?

Our Privacy Statement may change.

For major changes, we shall provide more noticeable notices (such as sending emails, announcement notices, pop-up reminders, etc. to notify specific changes of the Privacy Statement).

Major changes referred to in the policy include but are not limited to:

(1)Our service model has major changes, such as the purpose of processing users’ information, the way users’ information is used, and so on.

(2)We have major changes on the ownership, organizational structure, and so on, such as changes in the owner caused by business adjustment, disassembly, merger, etc.

(3)The main objects of users’ information sharing, transfer or public disclosure have changed.

(4)Your rights to participate in the processing of personal data and the manner in which they exercise have changed significantly.

(5)The responsible departments, contact information and channels for complaints which we are responsible for handling the security of users’ information have changed.

(6)The User Information Security Impact Assessment Report indicates a high risk.
