Chapter 1 General Provisions
Article 1 International students herein mentioned refer to foreign students who do not hold Chinese nationality but receive education in China according toNationality Law of the People’s Republic of China.
Article 2 International students shall abide by Chinese laws and regulations, respect Chinese customs, follow the rules and regulations in Beijing Foreign Studies University (hereinafter referred as BFSU) and complete their learning assignments.
Chapter 2 Enrollment Administration
Article 3 International student education is classified into degree programs and non-degree programs. Degree programs include undergraduate programs, graduate programs and doctoral programs, while non-degree programs include preparatory programs, visiting student programs and visiting scholar programs.
Article 4 BFSU will examine the eligibility and financial affidavit of support of foreign citizens who submit applications, and conduct relevant examinations or assessments. The admission decision shall be made according to the admission guide of that year.
Article 5 In accordance with the procedures stipulated in the admission guide, BFSU may receive international students enrolled by or transferred from other universities with the consent of the universities that originally enroll the students.
Article 6 Fees and the relevant standards set out for international students by BFSU in the admission guide each year shall be in accordance with the relevant provisions of the state. Refunds for the students who drop out or transfer to other universities are subject to provisions of the University. Both charges and refunds shall be settled in RMB.
Chapter 3 Teaching Administration
Article 7 BFSU shall incorporate the teaching plans for international students into the overall teaching plans of the university, select and assign teachers suitable for international student education, establish and improve the system to ensure education quality.
Article 8 International students shall take courses according to the requirements of the training programs, curriculum and teaching plans of BFSU, and participate in the corresponding graduation examinations or assessment in accordance with the relevant provisions. Both “Chinese Language” and “Overview of China” shall be compulsory courses for all degree programs, and “Political Theory” shall be a compulsory course for international students who major in philosophy or politics. National defense education and military courses (including “Military Theory” and “Military Training”) are not included in the programs.
Article 9 In case of transferring to a new major the next academic year, the international students shall submit applications, follow the procedures and requirements stipulated by BFSU, and pass the entrance exam(s).
Article 10 For international students with insufficient Chinese language skills, BFSU offers Chinese language training targeted at different language levels and majors.
Article 11 BFSU offers specialized courses for international students wherein English or other foreign languages are used. For students receiving higher education in foreign languages, their academic thesesshall be written in foreign languages. However, the abstract of the theses shall be written in Chinese. BFSU’s Academic Degree Evaluation Committee will decide whether the thesis defense shall be conducted in foreign languages.
Article 12 BFSU shall organize internship and social practices for international students based on its teaching plans, and in accordance with the relevant provisions of the state.
Article 13 BFSU shall, in accordance with the relevant provisions of the state, issue degree certificate or other non-degree certificates to international students, carry out the electronic registration of enrollment and academic certificates for international students in higher education degree programs and grant diplomas to international students who meet the requirements of the degree programs.
Chapter 4 On-campus Administration
Article 14 The Overseas Student Affairs Office shall be responsible for the enrollment, teaching, management and service of international students as well as alumni relations.
Article 15 BFSU publishes, for the convenience of international students, its general information, education programs, admission guide as well as the provisions of management and service of international students on its website.
Article 16 Based on its accommodation capacity, BFSU provides international students with necessary services and facilities for their daily life, including food and accommodation, and announces regulations for the use and management of such facilities. International students who choose to live off-campus shall register at local public security organs in time.
Article 17 BFSU offers international students with education in Chinese laws and regulations, university policies, Chinese national conditions, general information of BFSU as well as Chinese traditional culture and customs, to help them adapt to the new learning and living environment as quickly as possible.
Article 18 BFSU shall designate a student counselor based on the number of international students on campus to better understand their needs in study and life. The counselor shall provide services and management in terms of academic counseling, information enquiry, cultural and sportsactivities. The proportion of student counselors for international students shall be no lowerthan that of Chinese students, and all counselors shall enjoy equal treatment.
Article 19 BFSU encourages and fully supports international students to engage in cultural and sportsactivitiesthat areconducive to their well-being. International students may participate in social service projects and celebrations of Chinese major festivals voluntarily. BFSU doesn't organize military training or political activities for international students.
Article 20 International students may hold celebrations of their own major national festivals at designated time and place oncampus with the consent of BFSU, provided that such activities do not involve any content which opposes or attacks other countries or nationalities, or goes against the public ethics.
Article 21 As approved by BFSU, international students may set upschoolclubs and societies to enhance friendship, and carry out activities by Chinese laws and regulations andthe instructions and management of BFSU.
Article 22 BFSU respects the ethnic customs and religious beliefs of international students, but will not provide venues for religious ceremonies. International students shall not carry out religious activities such as missionary activities and religious meetings within BFSU.
Article 23 International students may apply for work-study in accordance with relevant policies, butshallnot engage in any employment, trade, or other profit-making activities. The administrative regulations for work-study of international students will be stipulated according to the relevant regulations issued by the administrative department of education under the State Council.
Article 24 BFSU shall manage the academic status of international students according to the provisions of such management for Chinese students. Should international students quit or be academically dismissed, BFSU shall document such events according to the regulations issued by the administrative department of education under the State Council.
Chapter 5 Scholarship
Article 25 BFSU is one of the universities under the Chinese Government Scholarship program, and is responsible for cultivating students supported byit. According to the regulations issued by the administrative department of education under the State Council,BFSUshall prioritize such scholarship-winning students in admission.
Article 26 BFSU may establish its own scholarships for international students based on the circumstances, and set up the scholarship evaluation system.Underthe permission of BFSU, enterprises and public institutions, social organizations and other social bodies as well as individuals can also set up scholarships for international studentswith no unreasonable strings attached.
Chapter 6 Management Related to Entry and Exit
Article 27 International students who applyforBFSU shall apply for “X1” or “X2” visa, according to the duration of their study, at Chinese embassies, consulates to their home country or country/region of residence, or other foreign-based agencies entrusted by the Ministry of Foreign Affairs before their entry in China. They shall submit a certificate registered at the education authorities as well as the admission notice issued by the university.
Article 28 International students with “X” visa that specifies the necessity of applying for residence certificates upon arrival must apply for “X” certificates at the exit-and-entry department of the local public security organs within 30 days upon entering the Chinese territory.
Article 29 If otherwise stipulated, the regulations by the Ministry of Foreign Affairs shall prevail if personnel from foreign diplomatic agencies in China or consulates and agencies of international organizations and their family dependents apply for education programs in BFSU. BFSU shall not admit such personnel without stipulated procedures.
Article 30In case ofinternational students below 18 years old whose parents are not permanent residents of China, BFSU shall require the parents to officially entrust an alien with long-term residence in China or a Chinese to act as the guardian and to provide supporting documents. When accepting international students that come to China in groups for short term study, BFSU shall sign agreements with their institution first.
Article 31 International students shall go to the Department of Supervision on Health Quarantine according to the regulations of the health department to confirm theirPhysical Examination Record of Aliensor to take a physical examination. If it has been confirmed by the physical examination that an international student is suffering from serious mental disorders, infectious tuberculosis or other infectious diseases that may severely jeopardize public health based onExit and Entry Administration Law of the People’s Republic of China, the student shall be handled by the local public security organs according to the law.
Article 32 All international students in BFSU shall purchase insurance in accordance with relevant provisions of the state and the regulations of BFSU. Candidates who do not purchase insurance as required or fail to do so in time shall not be admitted into the university; those who have been already admitted shall be dismissed or prohibited from registration.
Article 33 International students whoviolate laws and regulations such asExit and Entry Administration Law of the People’s Republic of China,Public Security Administration Punishment Law of the People's Republic of China,Regulations of the People’s Republic of China on Administration of the Entry and Exit of Foreigners, andProvisions on the Administration of Religious Activities of Aliens Within the Territory of the People's Republic of Chinashall besubject to the management ofcompetent departments such as the public security organsbylaw. BFSU shall cooperate withthedepartments and issue corresponding disciplinary punishment.
Chapter 7 Supplementary Provisions
Article 34 Short term study herein mentioned refers to the study of no more than one semester; long term study refers to that of more than one semester.
Article 35 This regulation shall enter into force as of September 1, 2018.
Article 36 The English version of the regulation is offered for the convenience of international students. The Chinese version shall prevail in terms of final interpretation and execution.
