Regulations on Disciplinary Action Against Students of Beijing Foreign Studies University

Chapter 1 General Provisions

1. According to the "Administrative Measures for the Enrollment and Cultivation of International Students by Schools" (Ministry of Education Order NO. 42) and in conjunction with the Charter of Beijing Foreign Studies University, this regulation is established to maintain the normal order of the education and life of BFSU, standardize management, govern the University according to law, safeguard the legitimate rights and interests of the University and students, and optimize the educational environment.

2. This regulation applies to the management of international undergraduates, international postgraduates and non-degree education international Students (hereinafter referred to as the “Students”) who receive general higher education in our University.

3. The University has the right to punish Students who violate laws and regulations of the country and the rules or disciplines of the University. When giving Students disciplinary punishment, the University shall adhere to the principle of combining education with punishment. The punishment shall match the nature of the Students' misconducts and the seriousness of the consequence, the evidence shall be sufficient, the basis shall be explicit, the identification shall be accurate, the procedure shall be justified, and the punishment shall be appropriate.

4. Students who violate the University discipline will be given a disciplinary punishment in accordance with thisRegulation. Students who violate the discipline during the participation in off-campus activities such as examination, exchange visit, social practice and secondment will be given disciplinary punishment in accordance with thisRegulation.

Chapter 2 Type and Application of the Punishment

5. The University may give criticism and education to the Students who violate laws and regulations of the country, thisRegulation, and the disciplines of the University. And such Students will be subject to the following disciplinary punishment depending on the seriousness of the circumstances:

(1) Warning; (2) Serious warning; (3) Recording of demerit; (4) Academic Probation; (5) Expulsion.

Should the violation of the University’s rules and regulations were not serious enough for disciplinary punishment, the unit where the Student belongs to shall give a notice of criticism and urge him/her to correct the mistake.

6. The period of warning and serious warning is 6 months, and the period ofrecording of demeritandacademic probationis 12 months. The period of punishment is calculated from the date when the punishment is given and will be lifted according to the procedures after expiration.

7. Those who are given disciplinary punishment will be disqualified from scholarships, advanced honorary titles, postgraduate recommendation and qualification of government-sponsored studying abroad. After released from the punishment, Students receiving commendation, rewards, and other benefits shall be no longer affected by the original disciplinary punishment.

8. In any of the following circumstances and the consequence is not serious, the punishment given to the Students who violate the school rules and regulations may be lenient or mitigated:

(1) Being able to take the initiative to admit mistakes, truthfully explain the facts of mistakes, truly realize the mistakes and express sincere repentance;

(2) Violating the University rules and regulations due to coercion or decoy by others and being able to take the initiative to expose the misconduct and admit the mistakes;

(3) Proactively assisting in investigation and handling of misconducts; proactively reporting and exposing misconducts of others;

(4) Other circumstances in which the punishment can be lenient or mitigated.

9. In any of the following circumstances, the punishment given to Students who violate the University’s rules and regulations shall be severe or aggravated:

(1) Deliberately concealing, distorting, and fabricating the facts of disciplinary violations, as well as obstructing investigations by relevant departments or units, or refusing to admit mistakes;

(2) Retaliating, threatening, and intimidating relevant persons;

(3) Deliberately covering up other disciplinary violations;

(4) Violating the rules and regulations again and needed to be punished; or violating the rules and regulations again within the punishment period and needed to be punished;

(5) Conducting two or more disciplinary violations;

(6) Violating laws and regulations of the country and the University rules and regulations with other off-campus people;

(7) Playing a major role in mass disciplinary violations;

(8) Other circumstances in which the punishment shall be severe or aggravated.

10. In any circumstances stipulated in thisRegulationthat the punishment shall be lenient or mitigated, the Student shall be subject to a disciplinary punishment of a lower level; in any circumstances stipulated in thisRegulationthat the punishment shall be more severe or aggravated, the Student shall be subject to a disciplinary punishment of a higher level.

11. In the event that the effective academic period of the Student who shall be subject toacademic probationis less than one year, theacademic probationperiod may be set at half of a year. In the event that the effective academic period is less than half a year, the Student may be subject to recording of demerits or expulsion depending on the circumstances. In the event that the Student is temporally absent from school for some reason during the period ofacademic probation, the time of suspension shall not be included in the period ofacademic probation.

12. During the period ofacademic probation, the Students shall be treated as follows according to their performance:

(1) If the Student does not conduct disciplinary violations and performs well, theacademic probationmay be terminated on time;

(2) Students who have meritorious performance or outstanding performance may apply for canceling theacademic probation in advance;

(3) Students who refuse to correct mistakes after education or conduct disciplinary violations again during theacademic probationperiod shall be given an extension of theacademic probationperiod or expelled from the University.

Chapter 3 Disciplinary Violation and Punishment

13. Students may be expelled from the University under any of the following circumstances:

(1) Violating the Constitution, opposing the Four Cardinal Principles, damaging social stability and unity, and disturbing social order;

(2) Breaching the national law and committing criminal offence;

(3) Being subject to security administration punishment or criminal detention due to severe and wicked violation of law;

(4) Substituting others or allowing others to take the test instead of oneself, organizing cheating, using communication equipment or other equipment to cheat, selling test questions or answers to others for profit, and other serious cheating conducts or disturbing the order of the test;

(5) Having academic misconducts such as plagiarism, falsification and forgery in dissertation and publicly published research results, writing dissertations for others or buying or selling dissertations;

(6) Violating thisRegulationand the University’s other regulations, and seriously disturbing the education and life order and the management of public places;

(7) Infringing on the legitimate rights and interests of other individuals and organizations, causing serious consequences;

(8) Refusing to correct misconducts after receiving education and being subject to disciplinary punishment repeatedly due to repeated violation of disciplines.

(9) Other conducts violating disciplinary rules and regulations in the case of gross violation.

14. Students who are in violation of state laws and regulations, and subject to punishment of the public security bureau and judicial departments, shall be subject to disciplinary punishment above warning depending on the circumstances:

(1) Students who are subject to criminal punishment for violating the state laws and committing crimes shall be expelled from the University;

(2) Students who are sentenced to public security detention due to violation of the laws and regulations of public security administration shall be given anacademic probationor expelled from the University;

(3) Students who are subject to warnings or fines due to violations of the laws and regulations of public security administration shall be given a serious warning, recording of demerits or anacademic probation;

(4) Students who violate the laws and regulations of public security administration but do not constitute a misconduct which shall be punished shall be given a warning or serious warning.

15. In the event of an emergency such as fire, earthquake or epidemic, the Students who are unwilling to obey the orders, decisions, and regulations issued by the government or the University by law and do not listen to dissuasion shall be subject to recording of demerits; if the circumstances are severe, the Student shall be subject toacademic probation; those who cause severe disturbance to the public order in emergency shall be expelled from the University.

16. Students who participate in illegal pyramid schemes, carry out cult or superstitious activities, and fail to repent after education shall be subject to a disciplinary punishment above serious warning depending on the seriousness of the circumstances.

17. Students who engage in religious activities on campus and fail to correct after dissuasion shall be subject to serious warning or recording of demerits. Those who have caused serious adverse influences shall be subject toacademic probationor expelled from the University.

18. Students who illegally encroach, steal, defraud or destroy legal properties of the state, the collective and the individuals shall be subject to a disciplinary punishment above warning depending on the seriousness of the circumstances.

(1) Students who illegally encroach, steal or defraud public and private properties shall be subject to the following punishments, depending on the circumstances of the case:

If the value is less than 500 yuan, a warning shall be given; if the value is between 500 yuan and 1,000 yuan, a serious warning shall be given; if the value is between 1,000 yuan and 2,000 yuan, a recording of demerits shall be given; if the value is more than 2,000 yuan, the Student shall be subject toacademic probationor expelled from the University.

(2)Students who deliberately damage public and private properties, in addition to compensating for economic losses, shall be subject to a disciplinary punishment above serious warning.

(3) Students who steal, conceal, destroy or open other's letters without permission, or illegally dispose other's notices, e-mails, etc. shall be subject to a disciplinary punishment of demerits; Students who steal official seals, confidential documents, test papers, files, etc. shall be subject toacademic probationor expelled from the University.

19. Students who brawl, fight and deliberately harm others’ bodies shall be given a disciplinary punishment above warning depending on the seriousness of the circumstances:

(1) Students who organize, plan or instigate fights shall be subject to a disciplinary punishment above serious warning;

(2) Students who brawl and fight shall be subject to a disciplinary punishment above warning; those who cause injuries shall be subject to a disciplinary punishment above serious warning; those brawl and fight with arms shall be subject to a disciplinary punishment above recording of demerits;

(3) Students who provide a perjury shall be subject to a disciplinary punishment above serious warning;

(4) Students who provide weapons for others to fight shall be subject to a disciplinary punishment above recording of demerits;

(5) Students who play leading roles in gang fights and beat others for many times shall be subject to a disciplinary punishment above recording of demerits.;

20. Students who participate in gambling or create conditions for gambling shall be subject to a disciplinary punishment above recording of demerits; in the case of serious circumstance, the Students shall be subject to a disciplinary punishment aboveacademic probation. Those who organize gambling shall be subject to a disciplinary punishment aboveacademic probation.

21. Students who violate the University’s management regulations, seriously disturb the order of education and life and the management of public place in the University and infringe on the legitimate rights and interests of other individuals and organizations shall be subject to the following disciplinary punishment:

(1) in the case of posting advertisements on campus at random, scribbling, writing, and drawing on the buildings, the Student shall be subject to a disciplinary punishment of warning, serious warning or recording of demerits;

(2) in the case of violating relevant management regulations of the student’s dormitory, classroom, canteen, library, IT classroom, sports ground, etc., causing serious consequences, the Student shall be subject to a disciplinary punishment above warning.

(3) in the case of a major accident which results in significant losses to the state, the collective and the individuals, the Student shall be subject to a disciplinary punishment aboveacademic probation;

(4) in the case of disregarding discipline, causing trouble at will, disrupting public order in the University, endangering public safety, obstructing the state and school administrators from performing official duties in accordance with the law, the Student shall be subject to a disciplinary punishment of serious warning or recording of demerits;

(5) in the case of violating relevant regulations of the school and using prohibited electrical appliances, the Student shall be subject to a disciplinary punishment above warning; in the case of causing serious consequence, the Student shall be subject to a disciplinary punishment aboveacademic probation;

(6) in the case of getting drunk and causing a disturbance or making a racket which affects the normal teaching, work, and life order of the campus, the Student shall be subject to a disciplinary punishment of serious warning or recording of demerits; in the case of serious circumstance, the Student shall be subject to a disciplinary punishment aboveacademic probation;

(7) in the case of organizing activities of illegal associations, the Student shall be subject to a disciplinary punishment above warning; the organizer of a legitimate association shall be subject to a disciplinary punishment above warning in the event that the association breaches relevant regulations during legitimate activities; in the case of serious circumstances, the Student shall be subject to a disciplinary punishment above recording of demerits.

(8) in the case of spreading rumors, lying about the danger, distracting the normal order of the campus and causing serious negative influences on the University, the Student shall be subject to a disciplinary punishment above recording of demerits;

(9) Drug users and traffickers shall be expelled from the University.

(10) in the case of other violations of University regulations, disturbing activities concerning education, teaching, life and management of public spaces on campus, and infringing on the legitimate rights and interests of other individuals or organizations, the Student shall be subject to a disciplinary punishment above serious warning.

22. Students who violate the University’s requirements for personal conducts and morals shall be subject to a disciplinary punishment as follows::

(1) in the case of illegally cohabitation or allowing isomerism staying overnight, the Student shall be subject to a disciplinary punishment aboveacademic probation;

(2) in the case of insulting or slandering others by posting or other means, the Student shall be subject to disciplinary punishment above recording of demerits;

(3) in the case of swearing, insulting, slandering, intimidating or defaming or framing other people by means of body language, language, words, images, electronic information, etc., the Student shall be subject to disciplinary punishment above serious warning, depending on the seriousness of the circumstances;

(4) in the case of disseminating, copying or selling illegal books, periodicals and audio-visual products, the Student shall be subject to a disciplinary punishment above serious warnings;

23. Students who alter or forge documents, transcripts, signatures, seals, letters of recommendations, etc., shall be subject to a disciplinary punishment above serious warning depending on the seriousness of the circumstances; Students who lent, falsely claim or repeatedly claim credentials or cards shall be subject to a disciplinary punishment above warning; in the event of causing adverse consequences, the Student shall be subject to a disciplinary punishment of serious warning or recording of demerits; any consequence caused by obliterating, forging, falsely claiming, claiming repeatedly, lending and leasing credentials and other academic certificates shall be borne by the parties involved.

24. Students who fail to participate activities scheduled by the education plan of the University on time shall be subject to the following disciplinary punishment depending on the circumstances:

In the case of being absent from classes for accumulative 10 hours during one semester, the Student shall be given a warning; in the case of being absent from classes for accumulative 11-20 hours, the Student shall be given a serious warning; in the case of being absent from classes for accumulative 21-30 hours, the Student shall be given a record of demerit; in the case of being absent from classes for accumulative 31-49 hours, the Student shall be givenacademic probation; in the case of being absent from teaching activities for two consecutive weeks without permission, the Student shall be expelled from the University.

25. Students who violate examination disciplines shall be subject to a disciplinary punishment of warning or serious warning depending on the seriousness of circumstance:

(1) Retaining books, notes, papers, etc. related to the content of the examination within the reach of the student (except for books and materials allowed to be referred to during the open-book examination);

(2) Placing mobile phones, electronic dictionaries or other electronic devices near the test seat;

(3) Looking around and attempting to peek at other people's papers;

(4) Violating the examination discipline, disobeying the management of the invigilator, and refusing to correct;

(5) Repeatedly violating the examination discipline after being reminded or warned;

(6) Other acts that seriously disturb the order of the examination and violate the examination discipline and rules.

26. Students who cheat in examinations shall be subject to a disciplinary punishment of recording of demerit oracademic probationdepending on the seriousness of circumstances:

(1) Flipping through or peeking at books, notes, papers or other carriers related to the content of the examination (except for books and materials allowed to be referred to during the open-book examination);

(2) Transmitting, receiving or taking without permission answer papers, draft papers and paper slips of others;

(3) Drawing and writing content related to the examination course on the desktop, hands, etc.;

(4) Passing and receiving content related to the examination by means of borrowing calculators, reference books, stationery, etc.;

(5) Using various electronic storage devices or communication tools to view or receive content related to the examination during the examination;

(6) Leaving the examination room for excuses during the examination and peeking at relevant content outside the examination room or talking to others about the relevant content;

(7) Stealing the test paper or using others’ name or code in one’s own paper;

27. Students who cheat before or after the exam shall be subject to disciplinary punishment above recording of demerits depending on the seriousness of the circumstance:

(1) in the case of requiring teachers to change the grades by means of begging, bribing or threatening, the Student shall be subject to a disciplinary punishment of recording of demerits andacademic probationdepending on the seriousness of circumstances;

(2) in the case of stealing or attempting to steal test papers in the University and taking actual actions, the Student shall be subject toacademic probationor expelled from the University, depending on the seriousness of circumstances;

(3) in the case of using various means to amend or alter test paper, modify or falsify test results separately or in collusion with other people , the Student shall be subject toacademic probationor expelled from the University, depending on the seriousness of circumstance;

28. Students who violate the following academic norms shall be subject to disciplinary punishment as follows:

(1) in the case of having academic misconducts such as plagiarism, falsification, forgery, etc., in course study, scientific research or other unpublished academic achievements, the Student shall be subject to a disciplinary punishment above serious warning, depending on the seriousness of the circumstances;

(2) in the case of having academic misconducts such as plagiarism, falsification, forgery, etc. in dissertations and publicly published research results, the Student shall be subject toacademic probationor expelled from the University. in the case of writing dissertations for other people, purchasing or selling dissertations, the Student shall be expelled from the University.

29. The party involved or the person in charge of the student association shall be subject to a disciplinary punishment of warning in the event of the following circumstances; in case of a serious circumstance, the Student shall be subject to a disciplinary punishment of recording of demerit; in case of causing negative effects, the Student shall be subject to a disciplinary punishment ofacademic probation:

(1) Engaging in various activities in the name of a student association without registration;

(2) The members and the person in charge of a registered student association seriously violating the association management regulation;

(3) Organizing fund raising, collecting activity fees and association dues without approval.

30. In the event of the following violations of student accommodation management regulations, the Student shall be subject to the following disciplinary punishment:

(1) in the case of exchanging or occupying student's dormitories without permission, and refusing to correct after education, the Student shall be subject to a disciplinary punishment of warning;

(2) in the case of violating the University’s relevant provisions on fire protection and use of electricity, privately pulling wires or possessing illegal electrical appliances, flammable or explosive materials, the Student shall be subject to criticism and education or a disciplinary punishment of warning; in the case of using electrical appliances or open flames in violation of regulations, the Student shall be subject to a disciplinary punishment of serious warning; in the case of causing fire alarms or fires, in addition to the compensation for economic losses, the Student shall be subject to a disciplinary punishment above recording of demerits.

31. Students who threat the cyber security of the University, in addition to assuming economic responsibilities, shall be subject to the following disciplinary punishment:

(1) in the case of using Internet, computers or other communication tools to conduct illegal activities, publishing or disseminating contents which incites subversion of state power, affects social stability and harms the legitimate interests of the state, the University and other individuals and fabricating or disseminating false or harmful information, the Student shall be subject to a disciplinary punishment above serious warning, depending on the seriousness of the circumstances;

(2) in the case of attacking other people's computer system with relevant computer software or electronic software, the Student shall be subject to a disciplinary punishment below recording of demerits; in the event of serious consequences, a disciplinary punishment above recording of demerit shall be given;

(3) in the case of illegally deleting, modifying, or adding data and applications stored, processed, or transmitted in the computer information system function or information system, the Student shall be subject to a disciplinary punishment above serious warning;

(4) in the case of producing, disseminating or using destructive programs such as computer viruses to affect or destroy the normal operation of computer information systems, using system vulnerabilities for conducts that may endanger the safety of the system, which affects the normal use of other users, the Student shall be subject to a disciplinary punishment of warning or serious warning; in the event of serious consequences, a disciplinary punishment above recording of demerit shall be given;

(5) in the case of transferring, lending one's personal network account to others for improper purposes, the Student shall be subject to a disciplinary punishment above warning depending on the seriousness of the circumstances.

Chapter 4 Procedure of Disciplinary Punishment

32. The functional department responsible for the disciplinary punishment of international Students is the Overseas Students Affairs Office.

33. When the University finds that the Students have behaviors that are illegal or suspected to be crime, it shall promptly transfer the case to the public security bureau. When the school finds that Students have behaviors that violate regulations or disciplines, it shall find out facts and collect evidence. The evidence may include the statements of the parties involved, documentary evidence, physical evidence, audio-visual materials, electronic data, witness statements, expert opinions, investigation records and other materials.

34. In case of Students receiving disciplinary punishment due to violation of University-level rules concerning academic teaching, academic integrity and examination disciplines, the Academic Affairs Office or the Graduate Administration Office shall be responsible for the investigation; the Security Department shall be responsible for the investigation when the misconduct involves violation of public security management, safety management, and crimes; the school to which the Student belongs shall be responsible for the investigation when the misconduct is not within the scope of the duties of the functional departments.

35. The investigation records shall be conducted by more than two investigators, and the basic information of the investigators and the respondent shall be set out. The investigation records shall be checked and confirmed by the respondent after the investigation. The respondent shall be allowed to make corrections and supplements if there are errors or omissions in the investigation records and the respondents shall also sign or seal at the corrections or supplements. The respondent shall sign on the investigation records page by page and indicate the date after verifying the investigation records.

36. The investigator shall indicate the situation on the investigation records if the respondent refuses to sign or seal. Two or more investigators shall sign or seal on the investigation records and the date shall be indicated. The University shall keep the original copy of the investigation records.

37. The written materials and the testimony of the witnesses in respect of the facts stated by the parties involved should be able to clarify the detailed facts and indicate the basic information of the parties involved (witness). The parties (witness) shall sign and date on such written materials and testimony. The school shall keep the original copy of the written materials of the facts stated by the parties involved.

38. After investigation and obtaining evidences, the relevant functional departments or college shall promptly send the original materials in respect of disciplinary violation to the Overseas Students’ Affairs Office and send the copies to the college to which the Student belongs. The relevant college shall submit a report on the situation of the Student who violates disciplines and the handling suggestions to the Overseas Students’ Affairs Office within one week of receipt of the relevant materials.

39. Warnings, serious warnings, recording of demerits, and academic probation shall be reviewed by the Student Office and the relevant departments and be reported to the University leader in charge for approval. Expulsion shall be reviewed by the Student Office and relevant department for its legitimacy, and be reported to the University leader in charge and be decided through a discussion of the principal’s office meeting.

40. Disciplinary punishment against Students who violates disciplines shall be made within one month of receipt of the misconduct materials by the Student Office. Cases that enter into the judicial procedures such as the procedures of public security bureau, procuratorate, and courts, shall be made within one month after the punishment decision issued by the public security bureau, procuratorate and courts.

41. Before the University makes a disciplinary punishment against the Student, it shall inform the Student of the facts, reasons and basis for the punishment, as well as the student's right to make representations and defenses. The Student may submit written defense materials to the Student Office after receiving the notification of disciplinary punishment, otherwise it shall be deemed as waiving the right to defend.

42. The Student Office shall review the facts, reasons and evidence presented in the student's statement and defense. If the facts, reasons and basis raised by the Student is authentic, the Student Office shall adopt such facts, reasons and basis and re-submit the handling opinions in accordance with the rele

43. The University shall issue a letter ofDecision of Disciplinary Punishmentto the Student, which shall include the following:

(1) Basic information of the Student;

(2) Facts and evidence of the punishment;

(3) The type, basis and period of the punishment;

(4) Ways and time limit for appeal;

(5) Other necessary contents.

44. The letter of Decision of Disciplinary Punishment shall be sent to the Student him/herself who is punished by the college and go through the signing procedure for receipt. If there is difficulty in direct delivery, the letter can also be delivered in the following ways:

(1) Delivered by email. When there is difficulty in directly delivering the letter, a scanned version of the letter may be sent by email to the Student who is punished.

(2) Delivered by public announcement. If the whereabouts of the Student is unknown or the letter of decision cannot be delivered by other means, the letter of decision may be delivered by public announcement. The public announcement can be posted on the bulletin board of the school, or published on the campus network or school newspaper. It shall be deemed to have been delivered after 60 days from the date of the issuance of announcement. The reasons and process shall be stated in the materials when using public announcement for delivery.

45. The University shall establish a Student Appeal Processing Committee, which is responsible for accepting petitions from Students who refuse to accept the handling of misconducts or decision of disciplinary punishment. The Student Appeal Processing Committee adopts a member system and the members are composed of the school leaders in charge of student affairs, the responsible person of the functional department in charge of student affairs, the representative of teachers, the representative of the Students, and the responsible person from the relevant institution in charge of legal affairs. Experts in laws and education off the campus may be invited to join in the Student Appeal Processing Committee. The Office of the Student Appeal Processing Committee is located at the Supervision Office of the school.

46. Students who disagree with the disciplinary punishment decision may file a written appeal to the Student Appeal Processing Committee within 7 days from the date of receipt of the school's disciplinary punishment decision.

47. The Student Appeal Processing Committee shall review the petition filed by the Student who is punished and, within 15 days from the date of receipt of the written petition, make a conclusion of the review and inform the respondent. If the situation is complicated and cannot be concluded within the prescribed time limit, it may be extended for 15 days upon approval by the person in charge of the school. If the Student Appeal Processing Committee deems necessary, it may recommend the school to suspend the enforcement of the relevant decision. If the Student Petition Processing Committee considers that the facts, basis, procedures or other parts of the decision are improper after review, it may make a review opinion of revocation or modification and require the relevant functional departments to research and resubmit to the principal's office meeting or specific meeting to make decisions.

48. If the Student disagrees with the review decision of the University, he/she may file a written appeal to the Beijing Municipal Education Commission within 15 days from the date of receiving the University’s review decision. The enforcement of the disciplinary punishment shall not be terminated during the period of appeal.

49. It shall be deemed that the Student has waived the right of appeal if he/she does not file an appeal during the period of appeal from the date of delivery of the punishment decision or review decision, and the University will no longer accept the appeal.

50. The Student who is subject to disciplinary punishment of warning, serious warning, recording of demerits, academic probation has outstanding behaviors and is conscientiously repentant may submit written application for canceling disciplinary punishment after the expiration of the period of disciplinary punishment. The school which the Student belongs to shall report the performance of such Student after being punished on campus and its opinion on whether or not to agree to cancel the punishment to the Student Office. The Student Office shall review and report to the school leader in charge for decision.

51. The University shall truly and completely file the materials for disciplinary punishment and lift of the punishment into the administrative archives of the University and the personal file of the Student.

52. A certificate will be issued by the University to Students who have been expelled from the University. The Student is required to finish the procedures for leaving school within one week after the punishment decision is made.

53. The letter ofDecision of Expulsionshall be reported to the Beijing Municipal Education Commission and the Entry & Exit Administration Department for record.

Chapter 5 Supplementary Provisions

54. In the event that a disciplinary violation which needs to be punished is not included in this regulation, the punishment shall be given in accordance with the similar provisions of this regulation.

55. TheRegulationapplies to all BFSU students from Hongkong, Taiwan and Macao, international students and students who are admitted to the continuing education of higher academic certificate in BFSU.

56. A reference to "above" or "below" of certain level of punishment in this regulation includes that level of punishment.

57. Beijing Foreign Studies University reserves the right of interpretation of this regulation. Detailed rules shall be explained by the Student Affairs Department.

58. ThisRegulationis discussed and approved by the principal's office meeting on 11 July 2017 and takes effect from 1 September 2017. The original "Regulations on Management ofStudent’s Disciplinary Violations of Beijing Foreign Studies University" will be abolished at the same time. In case of any discrepancies between other relevant documents and this regulation, this regulation shall prevail.

59.The English version is offered for the convenience of international students. The Chinese version shall prevail in terms of final interpretation and execution.
