Management Measures on Accommodation for International Students
at Beijing Foreign Studies University
Chapter I General Provisions
Article 1 “Apartments for International Students” at Beijing Foreign Studies University (hereinafter referred as BFSU) refers to the apartments, where international students live, designated by BFSU to offer accommodation for international students.
To provide international students with a favorable environment for learning and living , safeguard the rights and interests of BFSU and the international students and specify their obligations, these measures are formulated in accordance with relevant laws and regulations, the Management Regulation on Student Dormitory at BFSU, and the actual circumstances of international students management at BFSU.
Article 2 BFSU enjoys the title to the Apartments for International Student at BFSU.
A standing organization is set up by BFSU to take charge of the property management and service of the Apartments for International Students. The standing organization is the Foreign Affairs Service Center, and its main responsibilities are:
review of identity documents of residents, registration, upload and cancellation of accommodation information, issue of accommodation certificates, visitors registration and management, living order maintenance, cleaning and real estate home management, and ensuring the supply of water and electricity and dormitory security.
International students shall adhere to the management of and cooperate with BFSU.
Chapter 2 Reservation, Check-in and Check-out
Article 3 International students formally admitted to BFSU are eligible to apply for housing at Apartments for International Students.
The application must be submitted by international students themselves. The Overseas Students Affairs Office, upon approval of such application, shall coordinate with the Foreign Affairs Service Center to arrange accommodation. Two-bed rooms are not arranged gender-neutral. Newly admitted international students can apply for accommodation with letter of admission. Existing international students can apply for accommodation with valid student ID.
Students should sign and return the Acknowledgement of [Management Regulation on Accommodation for International Students at BFSU] within one week after check-in (in duplicate, one for the student and another for the Dormitory department).
Article 4 International students shall live in the designated rooms after check-in and cannot change rooms without the approval of the management department.
Article 5 The accommodation fees are denominated in Renminbi. Except for free accommodation treatment, international students who study for more than one semester (including one semester) should make one-off payment for accommodation fees for the semester [when checking in. The accommodation fees can be paid from the first day till the end of the semester (based on the school calendar).] The charging rate can enjoy a discount if one-off payment is made for the whole semester. If having difficulties, with application of students themselves and approval by the Overseas Students Affairs Office, students can pay accommodation fees monthly as per normal rate without discounts.
If the schedule study period is less than a semester, the accommodation fees shall be calculated based on the actual studying days as per normal rate.
International students who enjoy partial free treatment provided by China’s government departments or bilateral agreements should pay the rest of fees excluding those exempted by the above-mentioned treatments. Accommodation will be arranged by the Overseas Students Affairs Office and Foreign Affairs Service Center.
International students, who have changed their dormitory rooms, should settle the difference between different types of rooms before such change.
When checking out, international students should go through the checking-out procedures and settle all the payments.
If an international student needs to check out due to personal reasons during a semester and the accommodation fee has been paid till the end of the semester, the accommodation fee will be re-calculated in accordance with normal rate. Any balance from reduction of the accommodation fees will be refunded to the student himself or herself.
When international students move out of the campus, they should provide Certificate of Registration for Temporary Stay in their place of residence before going through checking out procedures.
If the accommodation fee is due and the international student leaves the apartment without checking out, the room will only be retained for three days. Then the dormitory staff will clean the room;
The Overseas Students Affairs Office, Foreign Affairs Service Center and the relevant financial department are responsible for charging, refunding and accounting of accommodation fees according to prescribed procedures.
Article 6 When an international student needs to check in again after checking out, he or she should apply again. Please refer to Article 3 above for application
Chapter III Passport and Visa, Registration and Cancellation of Accommodation
Article 7 In accordance with relevant regulations in the Exit and Entry Administration Law of the People’s Republic of China, international students should hold legal and valid passports and visa (or other travel documents recognized by the Chinese government, similarly hereinafter) to check in at the reception of the apartment. International students are not allowed to live in the apartment if they refuse to provide legal documents or check in. The apartment staff should upload relevant information within 24 hours upon the check-in of international students.
Article 8 International students should hold legal and valid passports and visa during their stay. In the case of extended or renewed passports and visas, or any other changes, re-registration is required. If the visa expires due to personal reasons but is not registered in time, the apartment has the right to suspend the student’s accommodation qualifications until the registration is completed.
Article 9 For an international student who has already checked in but does not stay in the apartment continuously for more than 24 hours, he or she should inform the reception. If an international student has other residence apart from the apartment, he or she should apply for Certificate of Registration for Temporary Stay in accordance with relevant laws and regulations. If an international student goes abroad during the accommodation period, he or she should re-check in when he or she returns to the apartment. When leaving, international students should check out at the reception. The apartment staff should complete the cancellation within 24 hours after they leave.
Chapter IV Accommodation Management
Article 10 In order to protect the property and personal safety of the personnel in the apartment building, and to maintain the good public order, the system of administrator, doorman, registry for visitation, late return registration and security inspection are implemented in the apartment building
The apartment building has an administrator who is responsible for the management and service of the apartments, ensuring orderly life, safety and hygiene in the building.
Doorman system is implemented in the apartment building. The staff have the right to check valid IDs of personnel entering and leaving the building, and the inspected personnel should actively cooperate with the inspection.
Visitors should present valid IDs and register before entering the apartment. The meeting time is from 12:00 to 22:00 on weekdays and 9:00 to 23:00 on weekends and holidays. When the student who is visited leaves the apartment, the visitor must leave at the same time. During the unscheduled time or without registration, international students staying in the apartment building should not allow others to stay in the apartment.
The dormitory’s late return registration is from 00:00 to 6:00, during which international students who return late for special reasons should register for late return before entering the dormitory.
Management department of the apartment building implements security inspection for rooms and public areas in the building. For the violations of accommodation regulations and potential safety problems, the management department will take necessary measures to stop the act and eliminate hazard factors. For safety inspections conducted by BFSU, international students should cooperate.
Article 11 International students in the apartments should pay attention to their own safety and enhance their awareness of security precautions. When leaving the room, students should lock the doors and windows, and keep the valuables in a safe place. When noticing suspicious persons, students should notify the staff in the building or the school's security department.
Article 12 The keys of the apartment should not be lent to others. Students should not change locks, duplicate keys or add door locks without authorization, nor should they lease or lend their beds or accommodate others.
Article 13 Students should use the equipment and public facilities in the room properly. If damages are found, students should notify the staff for repair in time. If the equipment and facilities are damaged due to man-made factors such as improper use, students should compensate at the original cost. If it is malicious damage, double compensation is required.
Article 14 No apartment shall be renovated without authorization, and the structure and function of the apartment shall not be destroyed or altered.
Article 15 International students living in the apartments are responsible for cleaning the room, keeping the apartments clean, and disposing waste at designated place. Students are not allowed to store personal items or pile up sundries in public areas and should ensure that the fire engine access is unobstructed.
Article 16 International students should keep the apartments building quiet. Noises are prohibited. The use of television, audio, computers and other equipment should not affect other residents.
Article 17 Students should not engage in any illegal and criminal activities, or hold activities that may affect the public order or the physical and mental health of others, such as gambling and alcohol abuse. Commercial activities, using apartment facilities for commercial purposes, or usage of facilities significantly exceeding the individual’s consumption are not allowed.
Article 18 No publicity materials or leaflets can be posted or distributed in the apartments without the approval of the Overseas Students Affairs Office and the Foreign Affairs Service Center. When putting up posters in billboards, students should keep them neat and pleasant.
Article 19 Students should respect staff members and are supposed not to engage in such uncivilized acts as insulting, shoving, or beating staff members.
Article 20 No pets are allowed in the apartments.
Article 21 To prevent and eradicate fire accidents and to protect the personal and property safety in the building, fire safety management is carried out in the apartments in accordance with relevant laws and regulations. Activities violating fire safety include but are not limited to:
Smoking in non-smoking areas;
Intentional damage and unauthorized removal of fire equipment;
Storing or using flammable, explosive, highly corrosive materials;
Starting open fire in areas other than kitchens;
Using prohibited electrical appliances in the apartments, and installing electric wires, damaging or changing power lines, or using public electricity without permission.
1) Except electrical appliances installed by BFSU, the following electrical appliances are prohibited in the student apartments:
(1) Electric heating equipment and electrical appliances without automatic power-off protection devices, including but not limited to: immersion heater, electric furnace, electric blanket, electric heater, electric cooker, microwave oven, induction cooker, electric iron;
(2) High-power electrical appliances above 1000W (including 1000W);
(3) Electric appliances without national 3C certification (China Compulsory Certification, CCC)
(4) Battery of electric vehicles.
2) The following acts of installing electric wires without a permit are not allowed:
(1) Installing electric wires from places (including public places) other than the socket outlet to the room;
(2) Installing electric wires from the socket outlet to places outside the room.
Article 22 People living in the apartment should enhance the awareness of fire prevention. In the event of a fire, please first check the emergency evacuation map to locate emergency exit, and then identify escape routes.
Article 23 In order to reduce waste, power quota system is implemented in the apartments. Students are supposed to pay the portion exceeding the free quota.
Chapter V Punishment
Article 24 If an international student in the apartment violates the above-mentioned provisions, punishment can be oral warning, written warning, criticism notice and disqualification of accommodation according to the seriousness of their violation.
For violations entailing such punishment as oral warning and written warning, the Foreign Affairs Service Center can directly make the decision and notify the Overseas Students Affairs Office; for violations entailing criticism notice and disqualification of accommodation, the Foreign Affairs Service Center is to investigate the violations and provide objective, accurate and sufficient written materials, and the Overseas Students Affairs Office will make a punishment decision; When the student violates disciplines, the Overseas Students Affairs Office and the school where the student is studying will jointly make a decision on disciplinary actions in accordance with the Student Disciplinary Rules at Beijing Foreign Studies University.
Article 25 During the period of studying at BFSU, when an international student receives written warnings twice, he or she may get a criticism notice, which will disqualify the residence for the next semester. If he or she gets criticism notices twice, his or her residence qualification will be canceled in the next semester as well as the current semester. 
When violations conducted by an international student in the apartment cause property losses of other personnel or the university, he or she should compensate for the loss or repair the damage.
Article 26 When students in the apartments conduct the following activities, residence qualification can be cancelled directly:
1. Engaging in illegal and criminal activities in the apartment;
2. Violating rules for fire safety by storing and using flammable, explosive, highly corrosive items and electric appliances which are not allowed; using open fire; installing electric wires privately and changing power lines; embezzling public electricity without permission and other activities hazardous to fire safety;
3. Activities which led to fire in the apartment;
4. Serious damage to equipment and facilities caused by malicious destruction of public goods and house facilities;
5. Obstructing state public officials or school administrators from performing their official duties by evading, hiding, resisting, blocking, and violence;
6. Actions severely disturbing public order or threatening public safety;
7. Unauthorized transfer or rental of beds and rooms, or accommodating others in the apartment;
8. Default in payment of accommodation fees and failing to pay the bill 3 days after receiving payment notice;
9. Malicious or repeated violations of rules about passports, visa, accommodation management registration, or serious violations of national laws and regulations, which result in illegal residence;
10. Refusing to sign the "Aknowledgement of Management Regulations on Accommodation for International Students at BFSU;
11. Other activities identified by the Overseas Students Affairs Office and Foreign Affairs Service Center as severe violations.
Article 27 If an international student is disqualified for accommodation in the apartment, a written notice will be sent to the corresponding student. If the notice cannot reach the student, it will be posted in the apartment. The student should move out of the apartment within five days from the date of the written notice. If he or she refuses to move out, management department of the apartment can prohibit him or her from entering the apartment, and assign more than two staff to clean up his or her personal belongings. Possible loss should be borne by the student.
Chapter VI Supplementary Provisions
Article 28 Relevant standards and administration rules, such as fees, quotas, time limits, etc., that are not specified in the Measures will be separately prescribed by the accommodation administration department of BFSU.
Article 29 The regulation shall be implemented as of November 1, 2019. The Chinese text shall prevail. Provisional Management Measures on Accommodation for Overseas Students at BFSU (Revised Edition) is abolished simultaneously. The Overseas Students Affairs Office of Beijing Foreign Studies University is entitled to interpret this regulation.
